The state portion decides who passes, and it is where a national question bank quietly runs out.
In most states the exam is two portions with two clocks and two passing scores — you can pass the national and fail the state and walk out with nothing. In three of the largest states there is no national portion at all: the state writes the whole exam. Either way, license law, agency disclosure, trust-account rules, transfer taxes and landlord-tenant rules are your state’s, and a chapter that summarizes “state law varies” is not preparation.
